A 'code of ordinances' is a compilation (codification) of all city ordinances of a general and continuing nature, and penal ordinances.
A 'charter' is the grant from the state which brings a city into existence and defines its governmental structure and powers.

These codes are either produced in-house at the city or by a commercial producer like Municipal Code Corporation.
